Organize and direct international exchange programs
One of the easiest and fastest ways to learn a foreign language is to travel overseas. When students travel they are forced to use the native language everyday, all day. When non-Japanese exchange students come to Japanese high schools, the feeling is electric. Japanese students become highly motivated to communicate with these students, not for a test, but because they want make friends. This is an incredibly time-effective, cost-effective, and motivational way to learn a foreign language: learn it to communicate with friends.
A full-time NET teacher is needed to create programs so that more Japanese can travel and go to school in other countries. Full-time NETs have deep contacts in their home countries including Australia, Britain, Canada, Ireland, New Zealand, and the USA. It is time to open a new area so that students no longer need to spend 8 years slowly acquiring the ability to pass high school and university exams, and still not be able to be confident to have an everyday conversation with a native speaker. Traveling will make a world of difference. Current Japanese teachers are so busy with their own work that it would take special staff to organize such a system. Current NET teachers are ready to do the work as soon as they are hired full time.
Every year, all students go on some sort of a school trip. These trips include trips within Japan, but often send students to other countries. It is ironic that native English teachers cannot attend these trips but must stay home—they can’t work. Why not? Their part-time status means that they have no insurance to go abroad and thus are seldom involved with overseas travel even when the students go to the native English teacher's home country. The Osaka BOE is missing the boat. They are ignoring one of their most precious resources because they are afraid to hire native teachers full-time.
It is time for a change: hire us full-time!
１０、国際交流の組織化 外国語を学ぶ最も簡単で手っ取り早い方法は、海外旅行でしょう。生徒が海外旅行をすれば一日中現地の言葉を使わなければなりません。海外から交換留学生がくると、まるで電気のスイッチが押されたようになります。生徒たちは、テストのためでなく彼らと友達になりたいので、一生懸命に会話をしようとします。これは、外国語をま学ぶ効果的で安上がりで動機付けの強い学習方法です。友達になるために外国語を勉強するのです。 正規雇用のNETは、もっと多くの日本人が旅行ができ、外国の学校で学ぶことを目的としたプログラムを作成するために必要です。正規雇用のNETは、彼らの祖国、オーストラリア、イギリス、カナダ、アイルランド、ニュージーランドやアメリカなどと深い関わりをもっています。生徒達が、高校や大学入試のために英語を長々と勉強し、しかもネイティブと日常会話さえ交わす事に自信をもてないような８年間はもう必要ではありません。旅行によって異なった世界観を持つようになるでしょう。日本人の教員は忙しすぎて旅行の手配は困難です。特別のスタッフが必要です。現在NETは正規雇用のNETになって、すぐにでも、このような事業に着手できる準備をしています。 毎年すべての生徒は、何らかの校外学習を行っています。これらの中には日本旅行も含まれています。海外に行く場合もあります。ネイティブの英語教員が、付き添いができないのは、皮肉なことです。なぜでしょう。非常勤という身分によって、彼らが旅行保険をもらえないからです。
生徒たちがネイティブの先生の故国を旅行するときも、 NETが関係することはめったにありません。大阪府教委は、好機を逸しているのです。正規のネイティブ教員を雇う事を恐れて、最も重要な人材を無視しているのです。 いまこそ変革を。私たちを正規雇用に！
