Facilitate cooperation between schools
Currently, there is no connection between English taught in Japanese public elementary schools, junior high schools, high schools and universities. In Osaka, the curriculum is not coordinated between schools at any level. Every elementary school decides what to teach and how to teach it. When these students go to junior high school their English levels are so different, that the teachers must start at the beginning again. And it’s the same story when the students get to high school and then university. At no step in this process is any teacher or administrator assigned the responsibility to facilitate cooperation between schools. Full-time NET teachers could easily be given the responsibility to organize an annual or bi-annual seminar and invite the local schools to create base standards and common goals. There have been successful pilot programs of this inter-school cooperation in Kadoma City, Osaka-Fu but there is no system to share this with other districts.
５、学校間の連携を深める
現在日本の公立の小、中、高等学校、大学での英語教育には相互関連がありません。大阪では、カリキュラムは学校間での協同作業で作られていません。小学校はそれぞれの学校で各自作られており、生徒達が中学校に上がったとき、英語のレベルに大きな違いがでてきます。したがって教師は一から授業をやり直さなくてはなりません。高等学校や大学でも同じことが起きるでしょう。学校間の協同作業に教員も教育行政も責任を負っていないのです。正規NETなら毎年もしくは２年に一度のセミナーを実施し、各学校を招待し、基本的基準と共通の目標を立てることが容易にできます。大阪府の門真市では、他地域では行われていない、このような実験的な試みが、成功を納めています。
