In 1998, OFSET filled an allegation with the ILO asking for intervention to convince an unfriendly BOE to simply recognize our teachers union. We have come a long way, but we still have a ways to go before we are respected as full time teachers.

The process of allegation and counter-allegation took several years with with letters between the ILO, OFSET and the Japanese government being delayed for up to 6 months at a time. While the snail's pace was frustrating, even seeing the OFSET leaders leave their NET jobs for better employment, the result of the process was a grudging recognition by the BOE of OFSET's right to be recognized as a union and the end of the 5 year contract limit.
